Commissioners discuss bylaws, term limits, training and consent agenda practice

Commissioners used the latter portion of the meeting to review the Planning Commission bylaws and consider updates to reflect practice and state statute. Chair Miller said the bylaws may be outdated and opened discussion about whether to add terms, stipend language or clarifications about consent agendas.

County Attorney counsel noted the board’s appointment authority and state statute limits on terms and advised the commission that term extensions while a replacement is appointed are consistent with practice; he offered to research and provide the controlling statute and related resolution. Jason Reynolds (Planning staff) urged the commission to consider a handbook and refresher training; several commissioners said they had received limited orientation materials and supported a short training session to cover quasi-judicial process, evidence, executive sessions and consent-agenda use.

Commissioners asked staff to draft proposed bylaw edits and to gather examples from other counties; staff and the county attorney offered to assist. The commission agreed to review proposed changes ahead of a future meeting and to add bylaws and training items to a future agenda. The meeting closed with staff announcing a July 4 study session on group homes and an adjournment.
