Sheriff's Office urges millions in overtime and jail repairs, warns of salary "restriction"

Alicia Lindsey, chief administrative officer for the Shelby County Sheriff's Office, told the budget hearing that the office faces sustained operational pressure from inflation, vacancies and rising overtime and urged commissioners to restore unbudgeted items to avoid service disruptions.
"Our salary restriction is approximately $66,500,000," Lindsey said, adding that the sheriff's office has seen overtime increases and that the mayor's consolidated budget does not include several of the office's requests. She said the office submitted a $9,600,000 CIP list but the consolidated budget included only $5,700,000. Lindsey also told commissioners the department requested about $2,160,000 for ceiling/tile replacement and about $300,000 for toilet repairs flagged by the Tennessee Corrections Institute.
Sheriff Floyd Bonner said the department is managing a high operational tempo and is relying on contracts and community intervention programs while asking other governments for support on facilities. "We have over 400 inmates that are not in our jail — 200 with the state, another 200 with corrections," Bonner said, noting a prior request to federal partners to renovate a Millington facility.
Lindsey estimated the sheriff's full personnel salary total at about $143,000,000 and explained how vacancy savings and a $66 million salary restriction complicate hiring. She said the department also is asking for a $10,100,000 overtime increase request beyond the current overtime budget (about $11.7 million), citing sustained need for corrections deputies, court security and detention staff.
The chief asked commissioners to review a detailed schedule emailed to them that itemizes requested increases by line and section. Commissioners asked for follow-up breakdowns and for the sheriff's office to provide documentation on the CIP and the line-item variance between the mayor's proposal and the sheriff's requested budget.
The commission did not take a vote on the sheriff's requests during the hearing; officials said the items could be considered as potential amendments during the May 27 budget committee meeting.
