Commissioners approve RFP to seek developer for landfill gas-to-RNG project at Clark‑Floyd Landfill

County Attorney Rick Fox described FCR 2025-05 as an RFP to identify a developer who will finance, construct, operate and market renewable natural gas (RNG) produced from landfill gas at the Clark‑Floyd Landfill. Fox said the developer would finance and operate the facility and the resulting RNG sales would be shared between Clark and Floyd counties; Clark County will lead preparation of the RFP documents.
"This resolution is about the gas that comes out of the landfill that can be converted to natural gas," Fox said. Commissioners voted unanimously to accept FCR 2025-05. The board did not specify a timeline for issuing the RFP or the proposed revenue split amounts; those details will be developed in RFP preparation and in any subsequent developer contract.
