Floyd County commissioners on April 1 approved two map amendment ordinances to rezone the Knob Landing property, allowing multi-family and planned-unit development.
Several residents spoke during Old Business and public comment. Carol Black said she initially opposed the apartments but now supports them because she needs smaller, single-level housing. Another resident, Shawn Kravitz, said he had seen higher crime rates near certain luxury apartment complexes and preferred homeownership options. A speaker recorded in the transcript as "ggs" also said additional traffic without road improvements would be unwise.
Attorney John Kraft, representing Thieneman Group LLC, told commissioners the developer relied on the county’s traffic study and that the Plan Commission approved the planned-unit development 7-1 and the two-lot subdivision. President Al Knable said he expects mixed residential to put less traffic on the road and cited data he reviewed estimating about a 0.9% rise in nearby property values and an addition of roughly 30–35 students for 125 units. Commissioners approved FCO 2025-08 and FCO 2025-09 by unanimous consent.
