HHS finance report shows roughly $145,000 deficit for 2025; staff cite state reimbursement timing

Faye, the department finance presenter, walked the board through the March 2026 financial packet and explained how columns are organized for FY2024, FY2025 (current audit adjustments pending) and the 2026 budget. She said the department is ‘‘currently showing a negative 145,000’’ for 2025 and warned that late revenues or audit journal entries could change final totals.
Faye told the board that state reimbursements are processed by claim and reimbursed later, which has affected the timing of revenues this year. "When we do our state claims, we incur the expense. We file a claim with the state. They reimburse us later," she said. She also described major cost centers — property-tax allocations, salaries and fringe benefits, operating expenses and program-level rollups — and invited questions on specific line items.
Board members asked for clarifications on high purchase-service costs in behavioral health and children’s services in the prior year; Faye said those costs have ‘‘come down this year’’ due to placement changes. The department agreed to provide access to full reports and to adjust displays for new members who asked for orientation to packet layout.
