Surry County backs exploration of mobile crisis response unit using opioid abatement funds

Commonwealth's Attorney Derek Davis updated the Surry County Board of Supervisors on regional opioid abatement funding Nov. 7 and asked for informal board consensus to continue planning for a mobile crisis response unit.

Davis said a previous regional application for a crisis receiving center with Prince George County had not been approved and that the work group researched alternatives. The recommended Plan B is a mobile unit that would pair a peer recovery specialist with EMS and law enforcement to respond to calls, collect data, and connect people affected by substance use disorder to treatment and services. Davis said the opioid‑abatement program language permits a broad substance‑use response, not solely overdose care.

The presentation noted other localities (Dinwiddie, Sussex County, Greensville, Emporia) have expressed interest in partnering to increase regional capacity and strengthen future grant applications. Davis asked the board for informal approval to continue discussions on a new memorandum of understanding and to assemble a multi‑jurisdictional application for the Opioid Abatement Authority’s next deadline (April 1, 2025).

Board members expressed support for a 24/7 response if feasible given rural transportation challenges and asked that the mobile unit include a transportation component to get people to treatment. The chair asked for consensus; board members voiced support and Davis said he would report back with further developments.

No formal appropriation or contract vote was requested that night; board consensus was to continue planning and partner outreach.
