The commission voted to approve the voluntary annexation of property generally addressed as 100 Crosswood Loop and to adopt a small-scale comprehensive plan amendment and planned development (PD) rezoning for the Royal Palm project. City staff told the commission the annexation met statutory criteria for contiguity and compactness and planning staff said the Planning & Zoning Commission recommended approval.
At the quasi‑judicial hearing applicant Eric Roesch of Inspire Placemaking and Royal Palm Company reviewed outreach to adjacent property owners, traffic-growth assumptions (2% annual growth based on a five‑year trend), landscaping plans that exceed code minimums and wetlands mitigation options. Staff and the applicant agreed to strike condition 20 (connectivity to Narcissus Avenue deemed infeasible because of a gas line) and to modify deviation 14 to reflect two trees on double landscape islands; the commission approved the motion and amendments. Commissioners and staff discussed long‑term availability of mitigation banks for wetland impacts and noted recent state rules that allow deferral of mitigation across basins in some cases.
