Board sets June 15 public hearing for Whiteside barn event venue after planning commission recommendation

Planning staff (Miss Clatterbrook) presented a special-use permit application submitted by Randy Whiteside and Don Pence to operate a banquet/event facility at 625 River Bend Road in Stanley on a 2.5-acre parcel designated agricultural. "Randy Whiteside and Don Pence have filed an application for a special use permit to operate a banquet slash event facility located at 625 River Bend Road in Stanley," staff said.
Staff noted the application was accepted prior to a July 21, 2025 zoning amendment and therefore is grandfathered under previous regulations. VDOT raised no objections but recommended a new low-volume commercial entrance be required as a condition; the health department will require an approved sewage-disposal system for the requested capacity. The applicants requested 150 occupants for the barn; the building official determined the square footage supports that number.
A planning representative described comp-plan goals and noted seven dwellings are located within 500 feet of the parcel. The planning commission voted 6–0 to recommend approval with draft conditions. A supervisor moved that the board set a public hearing on June 15, 2026 and direct staff to provide notice under Code of Virginia §15.2-2204; the motion carried.
