Budget committee approves add-on to fund West Tennessee Forensic Center and piggyback pharma contract

Dr. Bruce Randolph, interim director of the Shelby County Health Department, asked the budget committee to add $6,065,000 to the FY26 general-fund operating budget to fully fund the forensic center contract with the University of Tennessee Health Science Center after a line item was left underfunded in the adopted budget.
Finance staff explained the increase had been discussed as a proposed modification earlier in the budget process and was removed from the proposed budget; by rule such items must return to the commission for approval. The committee referred the item to budget and then reconvened and gave the add-on a favorable recommendation.
Randolph also presented a piggyback request to use the state’s Morrison Dixon contract (Minnesota Multistate Contracting Alliance for Pharmacy) to purchase pharmaceuticals at discount for health department use, not to exceed $199,979.14. The committee approved the piggyback purchase agreement.
