Veneta staff report DLCD housing grant and buildable‑lands work; possible UGB planning ahead
Summary
City staff said Veneta received a housing analysis grant from DLCD and that the city has submitted additional grants for a buildable lands inventory and economic opportunity analysis; recent changes to buildable‑lands rules could affect which properties appear in future inventories and may influence future urban growth boundary decisions.

Community Development Director Kevin Urban told the Commission Veneta received a housing analysis grant from the Oregon Department of Land Conservation and Development (DLCD). He also said Management Analyst Thode submitted two additional grant applications for a buildable lands inventory (BLI) and an economic opportunity analysis; Urban explained that the projects are interconnected and handled by different organizations (LCOG, DLCD and a consultant) and that staff are coordinating submissions.
Urban warned of major changes to the buildable lands rule: property that remains undeveloped across multiple BLIs can be removed from the next inventory, which could affect local land accounting. He said that after completing a BLI the city might consider expanding its urban growth boundary and would hire a consultant to identify candidate properties if expansion were pursued.
