Planning staff told the board the commission had directed reducing the available parking reduction for mixed‑use and affordable housing projects from 25% to 15%, a change that appeared driven by Commission policy direction and which staff said is included in the ordinance draft.
Staff also said the amendments move permanent generator regulations into the mechanical equipment section and clarify permitted maintenance hours, as well as list zoning districts where integrated fuel systems for generators would be prohibited. Board members asked for clarification about how those generator rules interact with variance requests and whether differing standards for pool/AC equipment versus generator equipment might create ambiguity. "This is also a suggestion that had originated at, this board moving the regulations for permanent generators to the mechanical equipment section to try to make it clearer for applicants as well," staff said.
Members additionally questioned some housekeeping edits and the possibility that relocated text could drop qualifiers (for example, phrasing that defined when site plans were required). Staff acknowledged the concern and said the reorganization aimed to reduce redundancy and reflect current practices, but recommended the board take the extra time to review the packet in advance of a formal recommendation.
