Senator Wally described an amendment requiring the Department of Children’s Services to implement county‑level quality assurance programs by July 1, 2027, engaging local advisory boards or citizen review panels to provide feedback. The amendment envisions local participation from juvenile court judges, CASA volunteers and advocacy organizations and calls for quantitative and qualitative performance measures.
"What this sets up is a quality assurance system... engaging the local existing local advisory boards or citizens review panel for the feedback," Senator Wally told the floor, saying the approach aims to increase local ownership and transparency of child‑welfare performance metrics.
Senator Campbell asked who performs the oversight and raised concern about DCS 'guarding the hen house'; the sponsor said DCS will organize and call meetings but the panels will include local stakeholders and intended public reporting of data on a public‑facing website.
The amendment was adopted and the bill as amended passed on third reading; sponsors said the change was a first step toward improving outcomes for children in custody and avoiding federal oversight consent decrees by increasing local oversight and accountability.
