Senate unanimously approves new certification rules for fertility clinics and clinical directors

The Senate adopted a substantive amendment and passed Senate Bill 24 61, which requires fertility clinics operating in Tennessee to obtain certification from the Department of Health and meet specified personnel, accreditation and emergency-planning requirements.
Chairman Crow, explaining the amendment, said clinics must provide proof of passing recent laboratory inspections (College of American Pathologists or The Joint Commission), membership in relevant professional societies, and an emergency plan for the transfer of embryos in the event of permanent clinic closure. The amendment also sets minimum qualifications for clinical directors, including a medical license, board certification in obstetrics and gynecology and reproductive‑endocrinology training or equivalent experience.
Sponsor remarks described the rewrite as a safety and oversight measure intended to protect patients and ensure continuity-of-care planning. The amendment was adopted on the floor and Senate Bill 24 61 passed on final consideration; the clerk recorded Ayes 32 and no nays.
