A bill to change governance of major commercial airport authorities across Tennessee passed the Senate after a lengthy floor debate about local control, fiscal consequences and appointment/removal powers.
Sponsor Senator Bailey said the changes reflect the state’s growing financial stake in airports, noting state investments and the need for seat-at-the-table representation. "Our commercial airports are growing... Tennessee should have a seat or the ability to appoint seats at the table," Bailey said.
Opponents, including Senator Yarbrough and senators representing Memphis and Nashville, warned the shift would move local authorities under greater state control, risk placing airport component units on the state's financial statements and remove protective cause requirements for board removal. "This is a change in law right now... the appointing authority does not actually have a removal authority," Senator Yarbrough said. Critics also emphasized the success of locally governed airports and the importance of aviation expertise on boards.
After the debate, the Senate adopted the bill; the transcript records the final vote as Ayes 25, Nays 8.
