Counsel said the Public Service Commission of Wisconsin recently indicated JDAs were not necessary for applicants that comply with statutory requirements, and several developers statewide signaled reluctance to negotiate JDAs after PSC comments. The county's resolution records those facts and keeps the door open for future engagement.
The motion passed on a near-unanimous vote (18-1). Supervisors discussed related PSC procedural guidance and the county's intent to continue oversight and review as necessary.
