Dustin presented the county’s five-year capital improvement plan (KIP) for 2027–2031, focusing on facilities, IT, and the county clerk’s office. He highlighted recurring maintenance items (building, HVAC, safety and security systems), fleet replacement, and several projects tied to a potential jail expansion (driveway replacement, new roof and other work). He also described a proposed courtroom remodel to accommodate a potential fifth judge and several IT projects including data-storage and security-camera replacements.
Dustin said the total KIP for 2027 was shown as $70,000,000 and that, if approved as-is, the county might pursue a bond issue of roughly $67,500,000 for the program. Committee members discussed timing (whether to pursue bonding in 2027 or delay to 2028), the tradeoffs between interest-rate risk and construction-cost inflation, and the three-year lead time from project approval to occupied space for large projects such as the jail expansion. No committee motion was required at the meeting; staff will carry the package to the Committee of the Whole in July for broader review.
