County staff reviewed the county's capital improvement plan (KIPP), identifying 2027 as the projected year for both a jail expansion and the emergency communications upgrade. Staff said that, taken together, the large 2027 projects could push the required borrowing to roughly $67.5 million and that formal funding steps include an August county-board resolution and a December funding resolution to authorize borrowing.
"Once that funding is approved in December... I will come forward with a funding resolution, which would be to borrow money because we don't have this kind of money just laying around," a staff member said while outlining the multi-step approval path. Supervisors expressed general support but requested concise mill-rate impact figures and talking points so they can explain the scale and purpose of the projects to constituents before any bond vote.
