Jenny Lee Hirtis told the committee she had observed increased buggy and straight‑truck traffic and worried about sanitation. Staff and supervisors responded by adding measurable conditions to the decision: required local/state permits (DATCP and public health), fire inspection, limits on signage (35 feet from centerline), no off‑site parking or roadside deliveries, trash containment and a size limitation on retail space to keep the business small. Committee members accepted the findings and approved the conditional use with the listed conditions by unanimous voice vote.
