Harvey County OKs conditional-use permit for 460-person wedding venue with parking restriction

The Harvey County Planning & Zoning Advisory Board on March 4 approved Conditional Use Permit CUP25-03 to allow Robert and Shelly Kinney to operate a wedding venue at 9424 S. Halstead Rd. The applicants reported the venue’s capacity would be 460 people and said they aim to begin construction in April with completion anticipated in three to four months.
During the hearing, Commissioner Martie TenEyck asked about emergency exit points and proximity to the Kinney residence; Kinney said the residence is roughly 1,000 feet from the venue and that two rooms in the building have storm‑shelter qualities but they opted not to install a dedicated storm shelter due to size constraints. A representative from Beachy Buildings, the Kinneys’ builder, said the parking plan includes about 230 spaces. Rothe presented conditions for approval.
Commissioner Daryl Regier moved to approve CUP25-03 with the conditions presented by staff and to add an additional condition prohibiting parking along Halstead Road; Commissioner Steve Drzymalla seconded the motion. The board approved the CUP unanimously. The recorded conditions include the staff‑recommended items presented by Rothe and the board’s added prohibition on parking along Halstead Road to prevent roadside parking during events.
The board also discussed possible secondary exit routing through the adjacent property and noted that final permitting and inspection are required before the venue may open.
