Members discussed making penalties a lever to encourage prompt corrective action and asked staff about flexibility to defer or later waive penalties if the owner makes demonstrable progress.
The chair said the board is "amenable to waive the civil penalties if the property owner takes affirmative steps to achieve compliance by Aug. 6," and staff recommended the affirmative steps include contracts with a third‑party inspector and a licensed installer, a submitted repair permit, and photographic evidence of fencing or other interim safety measures. Staff noted that if the owner fails to comply the county could pursue court action and liens to collect penalties or to force remediation.
