Arapahoe County board revokes Tandoori Deli Halal license after inspectors cite repeated safety violations

Arapahoe County Public Health told the Board of Health that repeated, severe food-safety violations at Tandoori Deli Halal (Chacruz LLC) left staff with no choice but to seek revocation of the restaurant’s retail food establishment license. Josh Skeggs, a supervisor with Arapahoe County Public Health’s Health Protection and Response Division, told the board the department documented 197 violations across inspections and 29 points of contact since March 2025 and that 163 of those violations were repeats, indicating persistent noncompliance.
Skeggs reviewed photos and inspection reports the department entered into the record, including examples he said showed blocked hand sinks, temperature-control failures and sanitizer tests “at a toxic level.” He told the board that inspectors had offered education, translation services and on-site trainings — but that the facility “only tends to follow good food safety practices when they know we will be coming back.” He recommended revocation, saying the department’s statutory authority and the Administrative Procedures Act support the action.
During the presentation board members pressed staff on staffing consistency, ownership and enforcement history. Skeggs said the facility had roughly six consistent staff during the inspection period, that two monetary civil penalties had been issued (one in November and one in May) and that the license had been suspended on eight occasions. He also said the department issued a public-health closure order after inspectors discovered the facility operating while the license was suspended and that the owner had been notified by mail and email at least 30 days before the hearing.
After deliberation the chair moved that the board find sufficient evidence of violations of the Colorado Food Protection Act and state retail food regulations and adopt the written order for revocation. The motion was seconded and the board voted unanimously in favor. The board’s action directs staff to finalize and issue the written order revoking the retail food establishment license issued to Chacruz LLC for Tandoori Deli Halal.
