Taos County approves phased solid-waste fee increases and new recycling charge

The Taos County Commission voted to approve a phased increase to the county's solid‑waste fees and the addition of an annual recycling charge. County staff presented a rate‑study–based plan that spreads increases over four years to reduce immediate impact on residents.

Jason Silva, who presented the rate plan, described the schedule: "In 2025, we'll have a $50 increase to the solid‑waste fee and then a $15 recycling fee," with the same increments again in 2027 to bring rates closer to peer counties. Silva said the phased approach was intended "so it doesn't hit everybody in the pocketbook immediately." Commissioners discussed billing cycles, collection rates and protections for seniors and low‑income residents.

Commissioner Veil suggested the county examine an existing North Central Solid Waste Authority senior application as a model, noting it requires proof of age and income. Commissioner Whitfield asked about quarterly billing options; staff confirmed quarterly billing is available and can soften the immediate burden. Commissioners also discussed the possibility of incorporating the fee into property tax collections to improve compliance, but noted that change would require state‑level action.

The commission approved the resolution (Resolution 2024‑44) by roll call. The vote included language directing staff to research senior/low‑income assistance programs and to publicize delinquency notices so residents understand lien and enforcement procedures. Next steps include program design for any exemption and scheduled follow‑up presentations to the commission.
