Goshen County says road use agreement still pending for Goshen Solar Project; Riverview subdivision awaiting DEQ review

Road and Bridge and planning staff told the Goshen County Commission on Feb. 3 that two planning matters remain unresolved: the Riverview Subdivision is waiting on a Department of Environmental Quality (DEQ) status update, and the Goshen Solar Project has not produced a road use agreement or lined up a buyer for the electricity it would produce.
County Planner Michael Tietjen said he is awaiting a current status update on the Riverview Subdivision from the DEQ. On the solar project, Road & Bridge Superintendent Chris Stoddard said the county has not yet received a road use agreement and that construction will not begin without one. "The Road Use Agreement will be in place before the construction begins," Stoddard told the board. Commissioner Aaron Walsh asked for clarification on Riverview after developer Tom Feeser raised concerns; County Surveyor Bob Taylor said the county is handling the subdivision review the same as others of its size and is not overstepping its authority.
No county action was recorded to approve or deny either project at the meeting; staff said they will follow up with the developer and state agency as needed. Commissioners accepted the Road & Bridge report by motion.
