The Isle of Wight Board approved a waiver request to permit a family-member transfer subdivision on Breezy Hill Lane, allowing Mark McCullough to split a 4.11-acre parcel along a private ingress/egress easement. County staff described the waiver criteria and said the request failed to meet some ordinance tests (notably that creating additional parcels on a single easement normally triggers road upgrade requirements), but staff reported no objections from VDOT or the county health official.
Mark McCullough described personal reasons for the transfer: relocating closer to family and creating an adjacent lot for a son so the families can help one another over the long term. After discussion about access, emergency service access and ordinance intent, the board voted to approve the waiver. The motion passed on a recorded roll call with affirmative votes from Ealy, Garner, Acree, Rountree and Chairman Jefferson.
Staff will reflect the waiver decision in subdivision processing and will document any required easement maintenance agreements or conditions that accompany family-member transfers under county policy.
