Board approves rezoning for 17.5-acre Bridgers commercial project with $200,000 proffer

The Isle of Wight Board of Supervisors voted to approve REZN-24-12, a rezoning application to convert 17.5 acres south of Turner Drive and Route 10 from Rural Agriculture Conservation to Conditional General Commercial, permitting development of six commercial parcels. Amy Ring, the county's community development director, presented the staff analysis and said the project aligns with the county's future land-use designation (business and employment) and would not increase school capacity demands because it is nonresidential.
"The proposed development would generate approximately $230,000 in new tax revenue annually once it's fully built out and create a total of 91 full time and part time jobs," Ring said, citing the fiscal impact analysis in the staff packet. Ring described the applicant's proffered conditions: conformance with the concept plan, a stubbed access to Millfield High School and the Oaks Veterinary Clinic, a $200,000 cash contribution to the Turner Drive improvement project, and construction of a northbound left-turn lane on Route 10 to serve the site. She added that a Phase 1 archaeological study has been completed and that traffic and utility reviews will occur during site-plan engineering.
Applicant Adam Turner described a phased approach driven by transportation constraints, saying phase one would likely be a climate-controlled storage facility because it generates fewer peak-hour impacts while roadway improvements and the Sweetgrass roundabout proceed. "That 30 month timing ... is based off of, you know, coordination with Sweetgrass, as well as with staff on the timing of what seems to be the likely pathway forward," Turner said.
Board members asked technical questions about roundabout design, traffic projections and stormwater management. After discussion, the board approved the rezoning with the proffered conditions; the recorded roll-call votes were Ealy ' yes; Garner ' yes; Acree ' yes; Rountree ' yes; Chairman Jefferson ' yes. The applicant will be required to provide traffic-impact analyses for later phases and to construct the agreed road improvements within the proffer timeframe before full build-out.
