VDOT outlines spring maintenance, lists Strawberry Plains as rural-rustic project

Rossi Carroll, residency administrator for Franklin at the Virginia Department of Transportation, gave the Isle of Wight Board of Supervisors a broad update on the agency's work in the county for the January'March quarter. Carroll said crews completed 92.4% of maintenance work orders and responded to four snow events this quarter, and listed a series of completed and planned projects including patching on Route 10 and secondary road grading across multiple rural roads.
"We completed 799 of [work orders], which was a 92.4% completion rate," Carroll said, summarizing the quarter. He listed recent efforts on primary routes and a mix of chip seal, pothole and asphalt patching, and said the residency is preparing a full-depth patching contract to address subbase failures in high-traffic sections.
Carroll outlined near-term maintenance and contractor schedules: secondary mowing cycles have started, primary mowing is expected to begin next week, and roadside contractors will perform litter pickup before mowing. He also described planned ditch-cleaning, cross-pipe replacements and shoulder repairs and said contractors would begin primary mowing and sweeping contracts to cover heavier workloads.
Board members pressed Carroll on site-specific concerns. When asked about a latex pavement surface at Nike Park, Carroll explained, "It's resurfaced. It's not asphalt pavement. It's a latex ' it goes down sort of on a squeegee type, but it looks like new asphalt ... Give it some time. It ... smooths out with use." He also said VDOT will pursue additional sweeping and ditching contracts to improve response times.
Separately, VDOT staff and the board discussed the agency's secondary six-year plan. Carroll and county staff noted Strawberry Plains Road will be treated as a rural-rustic project and that funding in the plan for secondary roads is slightly reduced this year. The board voted unanimously to adopt the six-year improvement plan and to designate Strawberry Plains Road as a rural-rustic project. The local VDOT residency said it will return with updates and a mowing schedule in the next quarter.
