Staff presented a rewrite of a policy to convert the Greene County Public Schools Capital Fund into a Greene County Public School Reserve Fund. "As a policy of the Greene County Board of Supervisors, any Greene County Public Schools general operating budget surplus funds formally dedicated to a Greene County Public Schools Capital Fund shall be converted to a Greene County Public School Reserve Fund," Miss Shaffer read and explained that designation would remain subject to board appropriation.
Board members asked for clearer, simpler language and suggested staff and counsel workshop the text before the next meeting. One supervisor summarized an edited draft on the floor and said the core intent is unchanged — the funds remain the schools' money but their use would be subject to board appropriation. Staff committed to provide a legible, final version for the board's consideration prior to the scheduled budget adoption.
