At its organizational meeting the Greene County Board of Zoning Appeals approved a revised bylaws draft after an extended review and in-session amendments. The board settled language to define its limited, statutorily granted powers and to list its primary functions: deciding appeals, variances, special exceptions and interpreting zoning districts. As staff summarized, “The BZA's authority is strictly limited to the powers granted by the state. It does not rezone property, change zoning regulations, or determine zoning ordinance validity. Instead, the board decides appeals, variances, special exceptions, and the interpretation of zoning districts.”
Members also altered a key administrative provision: the staff secretary will be recommended by the zoning administrator and approved by the board rather than being an elected board officer. The bylaws were revised to tie public comment to items on that meeting's agenda (and to permit electronic participation where consistent with law), and to specify using “modified Robert's Rules” for meeting procedure. After a motion to approve the bylaws 'as amended in session,' the board recorded a unanimous roll-call vote and adopted the document.
