An agency official (speaker 7) said having a contract is useful for emergencies and cited other counties as responsive partners: "Johnson County, I called Johnson County. They take everything that you guys need," he said. Commissioners cautioned against paying for guaranteed beds that might go unused and discussed the operational limits—medical or classification restrictions—that a receiving facility might impose.
No contract was adopted during the meeting. Commissioners asked staff to review options and clarify whether contracts would include guarantees and, if so, under what restrictions and price structures.
