The Fresno County Board of Education voted to award a construction services agreement for playground improvements at Monte Vista, Raymaker, and Sutherland (project C2026-18) to GC Builders, the apparent low bidder at $965,747.70. Staff reviewed a protest filed by HBC Enterprises that asserted errors in GC Builders’ subcontractor listing and registration information; staff and county counsel responded that the irregularity was correctable, lacked merit, and did not materially affect the bid price.
Facilities staff explained the procurement timeline, bid amounts (architect estimate ~$952,000; GC Builders bid $965,747.70; HBC $1,026,449), and the July protest and follow-up responses. The board accepted staff’s recommendation to reject HBC’s protest, waive the irregularity, and award the contract to GC Builders. "The recommendation is to reject HBC's bid protest, waive the irregularity in GC Builders' bid, and award the playground improvement project to GC Builders," a facilities presenter told the board prior to the roll-call vote.
