Commissioners set workshop after extended review of draft employee handbook

Coryell County commissioners spent substantial time reviewing a rewritten employee handbook and agreed to hold a stand-alone workshop to continue revisions.
The county attorney warned that discrepancies between written policy and how elected officials currently manage employees could create legal exposure: "As the county's attorney, I don't want there to ever be a difference between the way I don't want there to be anything in writing before it is approved that says 1 thing and have an elected official do something different with an employee," he said. Commissioners debated bereavement leave, holiday pay administration, 207(k) and gap-time language affecting jail staffing, and the practicality of unified rules across the county’s 19 elected departments.
Recognizing wide departmental variation, the court voted to schedule a dedicated workshop to gather department-head feedback and resolve contested sections. The workshop was set for February 24 at 9 a.m.; the transcript records the motion and voice approval but does not include a roll-call vote.
