Taos County's solid-waste staff reported that the solid-waste fund largely carries its operations through fees but identified near-term capital needs and the need for a multi-year rate study.
Staff said vacancies lowered operating costs in the most recent year but noted two solid-waste trucks will likely be required next year at an estimated cost of about $700,000. The department recommended a five-year rate study to set collection rates that support recurring operations, capital replacement and reserves. "We need to have a rate study where, five years...to establish the recycling department," staff said, adding that capital purchases should be built into any new rate structure.
Commissioners and staff discussed possible creation of a freestanding recycling hub to reduce hauling inefficiencies and improve revenue capture. Staff also flagged billing and scale reconciliation issues that require administrative follow-up to ensure fair charges and proper accounting.
