Menard said a new foundation is recommended because the topography prevents installing a footing drain, which creates a moisture liability for the structure. Board members asked for a more detailed cost breakdown (for example, disposal versus labor on demolition) and raised questions about septic capacity; Menard said the existing holding tank had prior approval and should be sufficient for nonresidential, occasional use.
