Auditors from Christie White presented the Measure R financial and performance audit to the Franklin‑McKinley School District board and reported no findings. Octavio of Christie White told trustees that, "in our opinion, the financial statements referred to above presented fairly in all material respects" and that the firm tested a sample of projects and expenditures for the 2024–25 fiscal year.
The auditor reported testing a total of $14,200,000 of non‑personnel Measure R project expenditures — about 62% of the expenditures for the year — and performed procedures on personnel and contracts. Octavio listed sampled projects including the Franklin parking lot and playground, Kennedy Elementary roofing restoration and HVAC replacement, Meadows modernization, the new Bridges Academy project, and the Sylvandale back‑parking project. The auditors also found bid procedures and vendor reviews appropriate and noted no indications of bid splitting.
Board members thanked the fiscal team and moved to accept the report; the motion passed. Administration emphasized the audit’s role in providing transparency and confirming compliance with bond measurement and reporting requirements.
