Council seeks workshop with volunteer boards; housing authority explains independence

Councilors on Oct. 22 asked volunteer boards and commissions to review the council’s goals and the town comprehensive plan and to place the item on their next agendas. The council requested the clerk send the goals and objectives to boards and commissions and proposed a future workshop or planning charrette to align goals across bodies.
Kelly (identified in discussion) and other speakers raised concerns about the housing authority’s relationship to the town. A housing-authority representative explained the authority is HUD-funded and largely independent of the town: “We don’t use the town solicitor. We have our own legal team on retainer,” the representative said, adding that the authority hires and fires its own executive director and manages its fiscal year according to HUD rules. Councilors asked the town manager and solicitor to review the matter and report back with recommendations.
Council members suggested a workshop format—including facilitated planning charrettes—to improve communication among planning, zoning and other commissions and ensure alignment with the comprehensive plan. They also discussed the benefits of having boards submit minutes and timely reports; staff were asked to follow up.
