Council hears wastewater‑plan update: DEQ disbursed $100,000; full project cost $1.117 million

City staff told the council that the first disbursement from the Oregon Department of Environmental Quality (DEQ) for the wastewater facilities plan was deposited to the town’s LGIP account on Oct. 16.
The city recorder explained that the engineer’s amended scope removes the inflow‑and‑infiltration study in favor of collection‑system mapping but retained CCTV inspection to evaluate pipe conditions — an expensive but, the engineer said, necessary component. The recorder stated, “So the full cost is, like, $1,117,001.49,” and confirmed the $100,000 grant portion is in place while the remainder is expected to come from ARPA and other local sources.
Councilors were advised that retaining CCTV inspection was an intentional decision by the engineering team to properly assess pipe condition before contracting larger repairs. Staff said they had transferred initial funds to Banner Bank to pay the engineer’s invoice and will continue to coordinate grant and ARPA resources as the plan proceeds.
No formal vote was required at this meeting; councilors asked that staff keep the council informed of next procurement steps and cost projections.
