Board approves OSBA policy rewrite using expedited three-day timeline

The Warrenton-Hammond School District board voted unanimously to approve an OSBA-supported policy rewrite and adopt an expedited timeline of a 2–3 day working session to be scheduled when OSBA staff are available. Director McGourty moved the motion to approve the policy rewrite using option three and the board amended and approved the motion without objection.

Superintendent Goodall told the board the materials in member packets show December 2024 and August 2025 OSBA policy updates and emphasized that the first reading gives members time to review changes ahead of a final vote. Director McGourty, who made the motion, said the shorter block schedule would allow up to three board members to rotate and work intensively with staff and OSBA to update the policy manual. “I make a motion to approve the OSBA policy rewrite, utilize the option 3 timeline,” said Director McGourty.

Board members raised procedural questions about quorum rules for multi-day sessions and whether non-participating directors could observe without creating an official meeting. The chair clarified that having more than three directors present could create a quorum and trigger public meeting rules; the board asked staff to verify related language prior to scheduling. The board directed administration to work with OSBA and return proposed dates and participant rotations at an upcoming meeting.
