City Administrator Baker reported that a recent USDA security inspection discovered Lowell did not have an ADA policy, notice, or ADA grievance procedures in place. He said he worked with the Rural Community Assistance Corporation to draft policies that meet USDA requirements and presented options for how complaints would be handled.
The council discussed deleting sections 7–10 of the draft (which addressed the review board) and agreed to initially handle complaints on a case-by-case basis, with the city administrator likely serving as the ADA coordinator. Baker will revise the draft policies and return them for further review before starting an ordinance adoption process.
