Planner urges approval of Westfir code changes to allow manufactured‑housing parks; commission recommends council review

Henry Hurley, planner with the Lane Council of Governments, told the Planning Commission the two applications under review are intended to align the city’s code and comprehensive plan with state housing law and recent planning work. “Cities in Oregon must allow manufactured dwelling parks as a permitted use on buildable lands in their UGBs,” Hurley said, noting the proposed PAPA 2401 code text changes and PAPA 2402 adoption of the Housing Needs Analysis.
Hurley outlined the approval criteria (conformity with the comp plan, no adverse impacts on adjacent uses, and serviceability with urban services) and recommended the commission forward the ordinances to City Council. Commissioners asked clarifying procedural questions; the commission then moved, seconded and voted to recommend approval to council, with staff preparing final ordinance language for the December 11 hearing. The commission’s recommendation is a referral only; final adoption will be by ordinance at City Council.
