The Hot Springs County Board of Commissioners voted to approve a permit for Croell, Inc. to operate a 15‑acre gravel pit on Brown Trust Land approximately one mile north of State Highway 170 on North Owl Creek Road. Planner Culliton recommended approval after the permit passed the Local Use Planning Commission 3‑0; the board attached a condition that Croell work with the county Road & Bridge department on upkeep for County Road 15‑28 and reserved the right to revisit the permit if any DEQ violations occur. The planner recommended the permit expire on Dec. 31, 2031.
Commissioner Tom Ryan moved to approve the permit with the Road & Bridge coordination and DEQ‑reappearance condition; Commissioner Paul Galovich seconded and the motion carried. Board members completed Absolute and Relative checklists during deliberations; Absolute policies were recorded as met at 100% and the Relative Checklist scores reported were Chairman Aguiar 18, Commissioner Galovich 3, and Commissioner Ryan 13. After three calls for public comment the hearing was closed at 3:07 p.m.; landowner Matt Brown answered a question from Commissioner Galovich about the disrupted land’s relation to nearby irrigation canals.
