Court approves interlocal with Guadalupe Regional Medical Center to fund indigent care for 2024–25

Representatives from Guadalupe Regional Medical Center presented the 2024–25 interlocal agreement to coordinate indigent-health care funding between the hospital, Guadalupe County and the City of Seguin.
Liz McCown, director of risk and legal affairs for the hospital, described the funding flow and how payments are handled: "This year, the grand total of the 8% of the general tax levy with the county sales tax came to about 5,400,000," McCown said. She explained the county and city each pay half of the 8% allocation and the hospital will notify the entities if a true-up payment is required or if refunds are due after actual indigent-care expenditures are reconciled.
County officials said the restructured payment approach has improved administration and oversight; the court moved and approved the interlocal agreement with no opposition. Staff said the payment timing was typically split in prior years but the hospital will now advise on overages or refunds and the county and city will settle exact amounts after the period.
