City of San Marcos seeks county OK to build ADA bus pad and shelter on County Road 245

Amy Finn, transit manager for the City of San Marcos, and Adam Ross, assistant director of public works, presented a proposal to install a concrete ADA-compliant bus pad and a standard shelter at the Poplar Street/County Road 245 (Redwood) stop, which is serviced five times daily.
"There's currently no ADA access to this location," Finn said, and proposed "to install concrete pad in a shelter" to move waiting riders off private property to the formal bus cell. Adam Ross explained the design includes an 8-foot offset from the pavement, a six-inch-thick concrete pad to anchor the shelter and ADA-compliant ramps and detectable warning surfaces.
Commissioners focused on maintenance responsibility, drainage and line-of-sight issues. One commissioner asked whether lighting would be provided; city staff said adding 3M reflectors was an option and that the city maintains shelters and replaces damaged components in other jurisdictions. County road staff confirmed they had reviewed the site and had adjusted the proposed pad location to preserve sight lines and avoid the existing drainage flow.
The presentation was informational; the county indicated it would return next week with a follow-up action item if the court wanted to proceed with permission for the shelter on county right-of-way.
