County staff outline December training and February 2025 target for new CAD/RMS system, warn data-conversion risks

County project staff gave a technical update on the 365 Labs Computer Aided Dispatch (CAD) and Records Management System (RMS) project and outlined a timetable and risk points for implementation.
"We are anticipating training on CAD and RMS starting in December late November, early December with mock go live January 2025 and go live February 2025," the project lead reported. Staff said CAD functional acceptance testing is complete and that 365 Labs has fixed previously failed items, but RMS integration remains dependent on external data conversion from Tyler and interfaces with TLITS/TLETs.
Project staff warned of specific integration risks: "They're telling us it's gonna take them 22 hours to complete this project," referring to Tyler's estimate for data extraction, and added that some data likely will not translate during conversion. Staff described the citations-to-Odyssey interface as a medium risk and the TLITS/TLETs lookup functionality as a high risk that could prevent automatic person-and-plate searches in the field.
Commissioners asked about dispatcher training hours and device data costs; staff said vendor-provided in-house training will be available for all roles and noted that body-worn and in-car cameras and mobile devices will require SIM cards and generate tiered data costs that staff plan to review against remaining ARPA funds. The project lead said TxDOT and other agencies have been receptive to e-crash electronic submission work, but diagramming licenses may be an additional future purchase.
County staff concluded the timeline is achievable but subject to shifting if external vendors delay data conversion or documentation; they said they will continue biweekly progress checks and report back to the court.
