Board to review license agreement before formal approval of micromobility pilot

Commissioners pressed Denver South and county staff on how the county would retain authority over operations under the proposed expansion and what a license agreement would allow. Daniel Hutton said the governance model would be integrated into Denver South's monthly technical committee meetings with public‑works directors, planners and engineers from participating cities and counties; Denver South would present data to that committee and report annually to the Arapahoe County Board of Commissioners.

County staff and Denver South said existing license agreements (Greenwood Village's agreement with SPIN and a revocable agreement used in Denver) provide templates and that license agreements are revocable for noncompliance. "There's a couple license agreements that we can springboard from... And they're revocable," one Denver South presenter said, describing how program rules can be enforced through agreement terms.

Why it matters: commissioners said oversight, data access and revocation authority are essential conditions for county participation. The county attorney's office will review any draft license agreement; county staff said the public‑works director lacks authority to sign such an agreement and that the board would take final action after legal review and executive-session discussion if needed.
