Lowell adopts ADA policy and grievance procedure required for USDA loans (Res. 860, 861)

The Lowell City Council adopted two companion measures on July 15: Resolution No. 860, the City of Lowell ADA Policy and Notice, and Resolution No. 861, the ADA Grievance Procedure. City Administrator Max Baker said the measures are required for USDA loan purposes; the city currently has two outstanding USDA loans for water and sewer improvements from the 2000s.
Baker said the versions before the council remove sections 7–10 as discussed at the prior work session. The grievance procedure is structured to allow case‑by‑case handling while preserving an appeal process rather than creating a standing committee. Both resolutions passed unanimously; Councilor Don Bennett moved to adopt Res. 860 (second: Councilor Jimmy Murray) and Councilor Jimmy Murray moved to adopt Res. 861 (second: Councilor Tim Stratis).
