Staff recommended requesting a one-stop meeting with Business Oregon to identify grant and loan opportunities; the council authorized staff to pursue that meeting and to ask whether an income-feasibility study is required before certain grant applications.
The council also stressed installing meters on key city accounts (city hall, water plant and Hemlock Park) to better measure usage before committing reserve funds; staff said installing meters would be coordinated with available ARPA and other grant resources.
