Devin presented the recommended countywide millage for FY2027 as the rollback rate of 3.4347 mills and noted TRIM notice constraints if the board seeks to change the rate later in the process. "The recommended Countywide millage presented in the fiscal year '27 budget is the rollback rate of 3.4347 mills," Devin said.
Staff also presented a 3% COLA factored into personnel cost sheets (estimated cost to board departments of roughly $599,000 and $297,000 for transportation departments). Commissioners generally supported the 3% recommendation, and staff proposed structuring it as a 2% pay-scale adjustment and a 1% tenure/current-employee adjustment to avoid new hires being paid at parity with longer-tenured employees. On benefits, staff modeled a 5% increase in employer health-insurance contributions; board- department increases were shown on staff sheets but final dollar impacts depend on plan selections and final enrollment. Commissioners did not take a final millage or budget vote during the workshop; staff reminded members that subsequent hearings and contract approvals remain part of the FY2027 process.
