Carver CountyCDA housing staff said the agency currently owns and manages 848 rental units across 10 of the county's 11 cities and that opening Trails Edge Senior will bring the total to about 891 units. Andrea Willis, the CDA director of housing, said the portfolio includes project-based voucher (PBV) units, RAD-converted units and set-asides for high-priority homeless households and veterans.
"The CDA currently owns and manages 848 rental units scattered throughout Carver County. The addition of Trails Edge Senior will bring us to 891," Willis said. She detailed program administration for supportive-service referrals, noting partnerships with agencies that help residents access energy assistance, SNAP, health care and other supports.
Presenters gave project timelines and status updates: Carver Place opened Sept. 1, 2025; Carver Oaks opened Feb. 25, 2026; Trails Edge Senior was presented as moving toward closing and ground-breaking later in the year. Staff said Trails Edge will have nine high-priority homeless units and several units restricted at 30% of area median income.
