Maupin council approves 2.58% Waste Connections rate increase and extends solid waste franchise

The Maupin City Council voted unanimously Oct. 22 to approve a rate increase averaging 2.58% for Waste Connections and to extend the company’s solid waste franchise by passing Ordinance #335.
Jim Winterbottom, representing The Dalles Disposal and Waste Connections, told the council the adjustment “averaging approximately 2.58%” is intended “to help offset rising operational costs and disposal fees.” Councilor Kathy Peck moved to approve the rate change; Councilor Randy Bechtol seconded. The increase is slated to take effect Jan. 1, 2026.
Attorney Ruben Cleaveland read Ordinance #335 by title, describing it as “an ordinance amending the terms of the solid waste franchise … and extending the term of the solid waste management franchise currently set to expire November 1, 2025.” Councilor Shelby Dumire moved to approve the proposed franchise extension; Councilor Peck seconded and the motion passed 7-0. The ordinance amends prior franchise ordinances (218, 284, 285, 289 and 310) as stated in the title read into the record.
The council record shows unanimous votes on both the rate adjustment and the franchise extension. The city did not record additional implementation details in the meeting minutes; the franchise extension language and any effective dates beyond the title reading were not specified during the public session.
