Maupin council adopts state-required floodplain ordinance

The Maupin City Council voted unanimously to repeal Title 14 and adopt the 2024 Oregon Model Floodplain Management Ordinance (Ordinance #334) to meet state and federal adoption deadlines.
Planner Jamie Crawford told the council the model ordinance must be adopted as a package to maintain eligibility for flood insurance and that the ordinance applies to new construction and substantial improvements within floodplains. Crawford said the city would appoint the engineer of record to administer permits; when asked how Anderson Perry would be assigned, the council was told, “They would be assigned as the floodplain administrator as the language is ‘City engineer of record.’”
Councilors pressed for clearer FEMA/state maps and expressed concern about property impacts on the city’s south side; Crawford noted that map adjustments are an available administrative process for property owners who believe the mapping is incorrect. Attorney Ruben Cleaveland read the ordinance by title and Councilor Matthias Kesler moved to adopt it; the motion passed 6-0.
